Contract Award Copcan Contracting Ltd was awarded a $7,219,183 construction contract for the Richter Street North and Water Street/Pandosy Street upgrading; both works are designed to improve traffic flow to complement the capacity of the new William R. Bennett Bridge. Stantec Consulting Ltd was awarded the $696,696 consulting services contract. Construction is expected to begin in mid February and be complete in November.

ROAD IMPROVEMENTS OPEN HOUSE WATER/PANDOSY & RICHTER N. -------------------------------------------------------------------------------- Feb. 13, 2007 New Release -------------------------------------------------------------------------------- Improvements to Water, Pandosy and Richter Streets will take place this year to aid traffic flow and complement the capacity of the new William R. Bennett Bridge across Okanagan Lake, which is to be in service in 2008. The road work will begin in early March and continue through until November 2007.
An Open House to explain the projects will be held:
Thursday February 15th, 2007
4:30 p.m. - 7 p.m.
City Hall, Council Foyer
1435 Water Street
(Use the Water Street Council Chambers entrance)
Design drawings and presentation boards will be available and representatives from the City of Kelowna, the project consultant and the Ministry of Transportation will be on hand to answer questions.
The province is providing up to $4 million to assist with these improvements, specifically between the new bridge and Richter Street.
Traffic Changes
- Water Street and Pandosy Street will be connected and widened to four lanes between Leon Avenue and Sutherland Avenue
- The two-way Water/Pandosy roadway will offer dual lefts (northbound) onto Highway 97
- Richter Street will be widened to four lanes from Bernard Avenue to Highway 97 (four-laning to Sutherland Avenue took place in 2006).

RICHTER STREET CONSTRUCTION - BERNARD TO HIGHWAY 97 -------------------------------------------------------------------------------- Mar. 02, 2007 News Release -------------------------------------------------------------------------------- Construction is now underway on Richter Street, from Bernard Avenue to Highway 97. Two-way traffic will be maintained throughout construction, however minor disruptions are to be expected and motorists are encouraged to use alternate routes to avoid delays. As a commitment to improving traffic flow for the new W. R. Bennett Bridge, the following work will be performed this year:
* Widening from two to four lanes to increase capacity
* Improving traffic operations at intersections
* Increasing safety at pedestrian crossings
Work is expected to be finished in early July. The $7.2 million contact was awarded to Copcan Contracting Ltd. for the construction on Richter Street North and the Water/Pandosy link. Stantec Consulting Ltd. is the contract administrator.

ROAD CLOSURE KLO ROAD BENVOULIN TO LEADER -------------------------------------------------------------------------------- Mar. 02, 2007 News Release -------------------------------------------------------------------------------- Beginning at 7 a.m. on Monday March 5 KLO Road will be closed between Benvoulin and Leader Roads for utility installations. East and westbound traffic on KLO Road will be directed to Leader and Fisher Roads to bypass the construction.
All businesses will remain open and accessible throughout construction; every effort will be made to clearly mark detour routes, direct traffic and expedite the project. However, motorists may experience delays and are encouraged to plan their route accordingly.
Works & Utilities would like to thank motorists and local residents for their patience and understanding. The work is expected to be complete in early May.

UPDATE - CLOSURE OF HIGH ROAD -------------------------------------------------------------------------------- Jun. 08, 2007 News Release -------------------------------------------------------------------------------- Recent wet weather has delayed the closure of High Road by one week. Beginning at 7 a.m. on Monday June 18 High Road will be closed between Glengarry Street and Lambert Avenue; access will only be provided to residents living within the construction zone and to emergency vehicles. Buses using this route, Glenmore - Route #7 both inbound and outbound, will be subject to a detour to accommodate the construction. Buses destined for the downtown will be re-routed: to Kennedy Street to Van Street to Lambert Avenue The reverse direction will apply for outbound service. Transit service may be delayed due to the increased length of the route; please contact the Busline for up to date schedule and bus stop locations at 860-8121. The Hartwick Park tennis courts are temporarily closed; however, the playground will remain accessible during construction. Temporary pathways for pedestrian and cycling use will be available. A detour map around the construction zone can be viewed on the City of Kelowna's www.drivekelowna.ca website. This closure is expected to last throughout the duration of the initial stage of construction; High Road is not scheduled to be back in full operation until near the end of September.
