Supportive Housing Initiative Site Criteria

The Site Review Task Force, established by City Council to review viable sites for a 30-unit supportive housing development, has decided upon several criteria to be used in selecting an appropriate location for this development. The Task Force would now appreciate public input as Kelowna residents may feel there are additional criteria that should be included.
The proposed criteria, found below, would be used as benchmarks to evaluate the sites, but sites will not necessarily have to meet the criteria.
Separated from other non-market housing (i.e. subsidized or special needs) - 100 metres
Separated from the mid-block point on Leon Avenue between Water and Abbott Streets - 400 metres
Land uses within one block (100 metres)
Separated from Court imposed red zone - an area between Doyle, Lake and Rowcliffe Avenues, Richter Street and Okanagan Lake
Commercially zoned site is preferred but both commercial and residential zones will be considered. If site is in a commercial zone a mixed-use building is desirable
Cost to the City of delivering the site to BC Housing including all fees
City-owned and available land - this would simplify the mandatory requirement for City control, but is not essential to the site selection process
Proximity to Outreach Health (455 Leon Avenue) -1.6 kilometres
Proximity to Health Centre (1340 Ellis Street) -1.6 kilometres
Proximity to grocery and basic retail needs - 800 metres
Proximity to training or education facility - 1 kilometre from facility or 400 metres from a bus stop that services routes 1, 2, 7, 10 and 11 (facilities will be geared to people on Employment Insurance or Income Assistance)
Proximity to bus stop servicing routes 1, 2, 7, 10 and 11 - 400 metres (convenient to transit)
Proximity to am employment service (job finding skills geared to people on Employment Insurance or Income Assistance) - 1 kilometre or 400 metres from a bus stop that services routes 1, 2, 7, 10 and 11
Separation from night clubs and pubs - 200 metres
To be considered all sites must be:
Zoned to support a 30-unit residential building (residential or commercial)
Fully serviced
Environmentally clear (Phase 1)
In the City's name or the City must possess a signed offer of purchase and sale with conditions clearly outlined and no objectionable defects on title by March 31, 2006
Please send additional criteria to the Task Force at sitereviewtaskforce@kelowna.ca or 1435 Water Street, Kelowna, BC V1Y 1J4 by Sunday, February 19th. The Task Force will review all public input prior to forwarding the recommended criteria to the funding partners and City Council; if adopted the public will then be asked to suggest viable sites that meet the criteria. The list of criteria submitted by the Task Force is subject to final approval by the funding partners.
Once a list of sites is short-listed individual Task Force members will then weight the various sites, relative to the criteria, to reflect the views of the various groups they represent. A rational decision making matrix will be utilized and all sites will remain unidentified. Individual scores will be tabulated to determine the site which best meets the needs of the tenants and the community. The Task Force will report back to the funding partners, including City Council, on or around March 13, 2006 with a recommended site.
