Huge development planned for WFN waterfront land

Development giant Concord Pacific of Vancouver says it is negotiating with former Westbank First Nation Chief Ron Derrickson to develop waterfront property on the west side of Okanagan Lake.
“I can confirm that we are in final negotiations to lease native lands in Westbank,” said Concord Pacific vice-president of development David Negrin through a spokesperson at his office.
The 125-year lease would allow construction of 1,500 condominium units on Westbank First Nation land that is controlled by Derrickson.
Concord Pacific would not specify the exact location of the proposal—other than to say it is waterfront—and Derrickson was unavailable for comment.
But the Capital News has obtained an artist’s rendition of a huge development envisioned for the west end of the new William R. Bennett Bridge.
It is unclear if the property is the same one that Concord Pacific plans to develop its project on.
Derrickson’s waterfront properties include the land that the existing Pier Marine Pub and adjacent marina sits on, as well as other land on the north side of the new bridge construction project site.
The rendering shows a massive development that includes high-rise towers and buildings on the pub site, as well as the nearby 19 Greens golf putting course.
As seen above, the rendering shows the six largest buildings varying in height from about 12 storeys to more than 20.
The Westbank First Nation says it has no development permit concerning the land at this time.
A band spokeswoman said such a project would have to go through its proposal process before proceeding.
While the rendering fits the description of the project being proposed, neither Concord Pacific nor Derrickson’s company, the RMD Group, would confirm if the drawing was one of the project in question.
Concord Pacific is currently building residential units at the Greata Ranch vineyard site overlooking the lake just south of Peachland.
It became well-known in B.C. as the company that developed the former Expo 86 lands along the north shore of False Creek in Vancouver.

A massive waterfront development proposed at the Pier Marine Pub and further south is just the beginning of far more development on Indian Reserve No. 10, according to the chief of the Westbank First Nation.
“In 10 years, maybe a bit more, you won’t even recognize that part of the reserve,” predicted WFN Chief Robert Louie.
“In 1974, the plans for full build out of the (324 hectares) on Indian Reserve No. 10, were 7,500 to 8,000 residents.
“Today, with the kinds of high-rises that developers are now proposing, I can see between 20,000 and 40,000 living on those lands,” said Louie.
Mega-builder Concord Pacific of Vancouver announced this week that it is negotiations with former WFN Chief Ron Derrickson to lease land from 19 Greens putting course and the Pier Marine Pub, along the lake to properties south and west of Campbell Place.
Chief Louie says the project must be worth between $500 million to $1 billion in his estimation for the development of 1,500 residential units.
And, it may be worth picturing the same kind of development north of the new W.R. Bennett Bridge on land which the WFN now owns north of the bridge, after the band purchased those properties from both Derrickson and Noll Derriksan.
“I can eventually see hotels, marinas and shops in that area, stretching around the base of the bluff to the old ferry wharf,” said Louie.
There is potential for a Granville Island or False Creek feel to develop north of the bridge, according to Louie.
“The plans proposed by Concord Pacific follow a similar format to False Creek construction in Vancouver,” he revealed after having gone down to the Lower Mainland to see the plans.
While there, Louie was given a tour of some of the massive projects, which Concord Pacific has constructed.
But, it could be at least next spring before any Concord Pacific development would begin on the Derrickson lands.
“There have been architectural plans presented to the band.
“But, an archeological assessments will be required, and environment and fisheries ministries must be consulted,” Louie said.
Following that, the WFN council would need to approve the necessary development permits for the project.
Meanwhile, projects rivaling the Grand Okanagan Lakefront Resort and Conference Centre are envisioned by Louie for band lands north of the bridge, including a new hotel, conference centre and a lakefront casino.
Presently, WFN planning, development and lands staff are dealing with 18 major projects, all in various stages of development.
